This PULP chart compares November 2005 residential gas rates of several New York utilities. Before November and December 2005, Central Hudson's residential gas rates were generally comparable to those of other utilities (O&R, NYSEG, RG&E, National Grid). Central Hudson gas rates spiked severely in November 2005, more than the rates of other utilities. This rate spike occurred just when Central Hudson discontinued its fixed rate for about 10,000 customers (October 31 2005) because of a PSC policy issued in August 2004 discouraging stable default service rates. In a July 22, 2005 PSC Order the Commission granted the petition of competitive sellers of natural gas ("ESCOs") to force termination of Central Hudson's fixed gas rate option, stating "a fixed price supply option is a service that could and should be developed and offered by the competitive marketplace."
