Application of New York Regional Interconnect, Inc. for a Certificate of Environmental Compatibility and Public Need Pursuant to Article VII for a High Voltage Direct Current Electric Transmission Line Running Between National Grid's Edic Substation in the Town of Marcy, and Central Hudson Gas & Electric's Rock Tavern Substation Located in the Town of New Windsor, Procedural Ruling Aug. 14, 2006. “As we discuss below, should this case get dragged out by interminable motions or otherwise, the decisions regarding the best interests of New York State may simply be made in Washington, D.C. * * * * it seems clear that this case must be run efficiently, especially in light of the recent National Electric Transmission Congestion Study (US Dept. of Energy, August, 2006) concerning the designation of a transmission corridor of national interest in New York. Our failure to do so may result in the decision being preempted by the federal government.”
