New York Wholesale Utilities
New York's retail electric utilities have sold many of their power plants to other companies who sell energy back to retail utilities in wholesale transactions mainly regulated by the Federal Energy Regulatory Commission.
This divestiture and restructuting of the industry was undertaken voluntarily by the retail utilities at the request of the New York State Public Service Commission (PSC).
The new owners of the power plants sell energy at wholesale rates set by contract with the retail utilities, or in a spot market run by the New York State Independent System Operator, which is also an electric company.
