Niagara Mohawk-National Grid’s New Policies On
Applications, Deposits, and Collection Matters.

Beginning in late 2002 and early 2003, Niagara Mohawk-National Grid (NiMo) adopted a number of controversial new policies that PULP believes will deny or restrict access to utility service in ways not authorized by the Home Energy Fair Practices Act.  These new policies were adopted outside of the normal rate case process, were not published for public comment and were not proposed as new tariffs for prior approval by the Public Service Commission before they were implemented. NiMo claims its new policies are merely interpretations of existing laws, rules and previously approved tariffs.

In early 2003, the new policies as summarized by NiMo are as follows:

PULP is seeking to reverse these new policies, some of which may have been modified. To date, the main issue being litigated in Case 03-M-0772 is NiMo’s effort to introduce deposits.  Extensive materials on that case are listed under the button for Case 03-M-0772 Documents. 

Persons whose service may be denied, delayed or otherwise adversely affected by the new policies, may after complaining to the company, seek assistance from the PSC “Hotline” at 1-800-342-3355 if service has been denied, delayed or is being terminated.  Also, after complaining to the company, formal complaints may be lodged with the PSC by calling 1-800-342-3377. Complaints may also be made by e-mail to the PSC, in writing, or in person.  The PSC complaint process is explained at the PULP Help Center.
