HEAP 2007-2008

Each year, the New York State Office of Temporary and Disability Assistance (“OTDA”) prepares the Home Energy Assistanc
e Program Plan (“HEAP Plan”) for the Governor’s signature and submission to the federal Department of Health and Human Services (“HHS”). Upon acceptance of New York’s HEAP Plan, provided the federal funding has been appropriated by the Congress, HHS releases the federal funding to New York.

For HEAP year 2007-2008, OTDA started this process earlier than usual and, in an effort to keep consumers and advocates aware of the issues being addressed, PULP will post on this page information, documents, data, articles and presentations concerning the development of New York’s 2007-2008 HEAP program.

 The initial phase of this process was the Needs Assessment Hearings in Syracuse (January 11 and 12), Buffalo (January 18 and 19), New York City (February 1) and Albany (February 5 and 6). PULP presented testimony in Albany on February 6, 2007. To view copies of PULP’s testimony, expanded comments and proposals click on the selection.

 The next phase will be the publication by OTDA, probably in late April or May (possibly as late as June), of a Draft 2007-2008 HEAP Plan. OTDA will seek testimony and/or comments from interested parties as to needs that remain uncovered by the Draft Plan or faults in the methodology selected by OTDA to meet the needs of low income home energy consumers. PULP will post this and other information as it becomes available.
