PULP Comments, 10/13/05 - PULP urges the Commission to approve the implementation of the NYSEG/RG&E bill reduction program; to identify alternative utility lost revenue recovery measures in order not to raid funds for SBC programs; to broaden the proceeding, or institute parallel proceedings, requiring other gas and electric companies to come forward with measures to protect their low income customers; and urges additional emergency program measures to prevent interruption of utility service, including waiver of late fees and reconnection charges for HEAP customers and a requirement that utilities restore service when an Emergency HEAP payment is offered.
PSC Notice Requesting Comments, 10/7/05 - The Commission invited comments on the petition, and raised the following questions:
1. How would the proposal to withhold SBC funds from NYSERDA affect its ability to proceed with programs for public benefit energy efficiency, research and development, and low-income customer assistance that have already been budgeted and contracted for in reliance on the funds that will no longer be available? What are the consequences to NYSERDA and the public interest if it cannot proceed with its programs?
2. How can NYSEG’s spending of funds on a program for the benefit of gas ratepayers be justified, when the funds are collected from NYSEG’s electric ratepayers for SBC purposes?
3. How can RG&E’s spending of funds on a program for the benefit of gas ratepayers be justified, when the funds are collected from RG&E’s electric ratepayers for SBC purposes, retained to fund electric DSM projects, but subject to return to other SBC purposes when not spent?
NYSEG/RG&E Petition for Approval of Low Income Bill Credit Program, 9/27/05 - The utilities request "authorization to use certain funds to provide emergency financial aid to their low income natural gas heating customers during the fast-approaching 2005 - 2006 winter heating season .... NYSEG and RG&E propose to provide up to approximately $15.6 million and up to approximately $7 million, respectively (for a total of up to approximately $22.6 million), of bill credits." To offset the revenue loss due to the bill credits, NYSEG/RG&E propose to use funds previously allocated for the SBC programs.
